A singleâ€"tier approach is expected to result in a minimum 10% savings, according to Leitch. The $340,000 of savings could be redirected into other programs or returned as a reduction in taxes, the committee heard. As integrated approach would result in a single collection for both garbage and blue box services, it would elimiâ€" nate duplication of regional and local service, and make it easier to reach the provincial standard of 50% of material diverted from landfills, according to the report. The plan calls for an integration of present services on Jan. 1st, 1995, with no change in the current garbage colâ€" lection system, unless locally deterâ€" mined, for a one year period. In addition, local costs will continue to determine charges, rather than creatâ€" ing a regionâ€"wide waste management levy. However, service levels will be evaluated and a regional standard eventually applied. Local municipaliâ€" ties could increase that level by paying the associated costs, the report says. As well, the region will investigate a userâ€"pay system to foster individual accountability for waste volumes. Committee members voiced several concerns on specifics of the plan, but were in general agreement. "It‘s critical that some specifics be spelled out before we go ahead with this," said Burlington councillor Bob Brechin. "We‘ve had a lot of trouble with yard and leaf waste, and we could turn the whole region into a trash bin if we‘re not careful. We can save that debate for another day."
