Planning and development | council approved a recommendaâ€" || tion from planning services staff to review parking requirements in the Kerr Street area and then report back to council on those findings at a later date. The recommendation came about as a result of concerns raised during a public meeting held March 4th which dealt with parkâ€" ing standards for takeâ€"out restauâ€" rants, said Ed Warcholak, planning technician with the town‘s longâ€" range planning section, in a report to planning and development counâ€" cil. "During the public input stage of the review of parking stanâ€" dards," said Warcholak, "there was a concern identified regarding the parking requirements on Kerr Street. Staff have concluded that the concerns of the parking situaâ€" tion on Kerr Street can be addressed in a separate review and the results be reported back to council at a later date." In Oakville‘s Central Business District, which is bounded by Navy Street, Randall Street, Allan Street and Robinson Street, there are no parking requirements for all uses except residential and the Towne Square development, Warcholak said in the report. Council _ also _ approved Warcholak‘s recommendation to revise the town‘s parking standard for takeâ€"out restaurants. The change establishes a consistent parking standard for takeâ€"out restaurants and restaurants, Warcholak said. "The main reason for reviewing the parking standard stems from recent complaints from people wanting to open takeâ€"out eating establishments and feel the stanâ€" dard is unreasonable. The arguâ€" ment is that people who frequent takeâ€"out restaurants stop for only a few minutes to pick up food then leave, whereas patrons of restauâ€" rants stay for a much longer period of time," he said. The standard for takeâ€"out restaurants was changed from one parking space for every five square Parking exemption suggested Town orders Kerr Street parking review metres of leasable floor space, to one space for every 4.6 square metres of floor space devoted to public use, the current parking standard for restaurants. However, what wasn‘t considâ€" ered what that takeâ€"out restaurants have a greater turnover of patrons comparable to that of a conveâ€" nience or video store. The change affects takeâ€"out restaurants in C3, C3R, C3A, CS and C7 commercial zones. Takeâ€" out restaurants in C1 and C2 zones are excluded from the provisions. Warcholak said floor space devoted to public use â€" rather than leasable floor space â€" is a more accurate unit of measure for restauâ€" rants. Use a parking ratio based on space devoted to public use permits permit flexibility when designing restaurants â€" especially takeâ€"out restaurants. The size of the estabâ€" lishment will dictate the intended patronage and parking need. The change also brings the town‘s parking standard for takeâ€" out restaurants in line with similar parking standards in other municiâ€" palities.
