MOE releases air quality survey by Darren MacDonald Staff The Ontario Ministry of Environment (MOE) gave Kimberly-Clark's lagoon high marks in its annual survey of air quality in Northwestern Ontario. "It has worked extremely well," says Dennis Griffin, Chief of Air Quality Assess- ment at MOE. Griffin and Environmental Scientist Don Racette prepared the air quality survey. "There are three mills in Northwestern Ontario with that kind of aeration stabilization basin, and Kimberly-Clark's is the newest and the best," says Griffin. "It's a very low odour source." The survey shows hourly levels of TRS--a group of four or more odourous sulphur com- pounds--at two monitoring sta- tions in Terrace Bay. One sta- tion is inside St. Martin School, and the other is near the Masonic Lodge. MOE's guideline for emis- sions is 27 parts of TRS per one billion parts of air averaged during a one hour period. In 1991, the guidelines were exceeded a total of 59 hours at the St. Martin monitoring sta- tion, compared with 121 hours in 1987. The grievance was filed last winter by former Lake Superi- or High School Principal Balan Menon. Menon filed the grievance after the board decided not to make his proba- tionary contract permanent. Director of Education Ian McQuarrie says that the Board of Arbitration agreed with LSBE's contention that proper procedures had been followed in Menon's case, and that there was nothing to grievance. "As far as we're concerned, the matter is closed," says McQuarrie. The decision was announced Sept. 29 by Board of Arbitra- tion Chair Russ L. Kennedy.
