Page 11, Tuesday, Oct. 13, 1992, News An unexpected delay 8 ANKE Eastbound motorists received an unpleasant surprise last Friday evening--the highway was closed because of a multi-vehicle accident near Steel River. There were dozens of vehicle backed up by the time the highway reopened Friday evening. Community Futures, BDC, may expand by Darren MacDonald Staff Community Futures and the Superior North Business Development Centre have applied for permission to expand its boundaries to take in Nipigon, Red Rock, Hurkett, Dorion and the Lake Helen Reserve. The application was sent to the Ministry of Employment and Immigration last August, and the CFC's Leslie Dickson says.she expects to hear back from them in the not too dis- tant future. "We do expect to hear before the end of the year," she says. "But I can't see them say- ing no. It would be like tuming down a gift horse. We're offer- ing to assist an area in need within our existing budget. How could they turn us down?" Although they have not had meetings with the councils in the new areas, Dickson says the councils sent letters to CFC requesting that they expand. If approved, the BDC would set up a temporary office space, probably in Nipigon, and BDC Manager Mary Long would travel there one full day a week. "But if the need becomes greater there, maybe it would become twice a week there and three times a week here," says Dickson. Community Futures is an organization that works toward developing long term econom- ic development strategies. The Business Development Centre works at maintaining or creat- ing employment in the commu- nity by either providing capital itself, or leveraging money from other sources, such as chartered banks. According to BDC records, in the first three years of opera- tion in Schreiber and Terrace Bav. it created or maintained 92 full-time and 73 part-time jobs. In the first nine months of 1992, it created or maintained 42 full-time and 23 part-time jobs. Dickson says that expanding their boundaries will force them to take a more regional outlook. "But every project is looked at on an individual basis," she says. "This won't mean that we'll eliminate all local pro- jects, because quite often they're part.of the. bigger. regional picture." The expansion would dou- ble the size of the two groups, and Dickson says their is a cer- tain amount of self-interest in the expansion. "We feel that we should share what we have, especially since we have a neighbour going through a major down- sizing at it's pulp and paper mill," she says. "But at the same time, there is a bit of self- interest because it's better to share than to take a chance on not getting second generation funding." Whether or not the govern- ment will continue to fund CFCs and BDCs depends on a number of factors, including need. And since the unemploy- ment rate in Terrace Bay and Schreiber is relatively low compared with other commu- nities, expanding its boundary to take in areas with higher unemployment will improve their chances of getting fund- ing for another five years. "(The ministry) has said they will not start any new community futures programs in Canada," says Dickson. "So the Nipigon.area couldn't get their own program." Another reason for expand- ing is that it will create a larger area for BDC investments. DR. Your kindness and generosity was a real comfort in our time of sorrow. -- & Cebraic families Drainage system for Centre by Darren MacDonald Staff Work is expected to start soon on alleviating flooding problems at the Tourist Infor- mation Centre in Terrace Bay. The Ministry of Transporta- tion (MTO) plans to begin work this fall on putting in an open ditch, starting near the boy scout's hall and running to the picnic tables at the Centre. From there, a catch basin will be installed, and the water will drain into underground culverts. When the work on the drainage system is completed, the culverts will meet up on Selkirk Drive with larger cul- verts running across the high- way. The pipes going in at the Tourist Information Centre are one in five year culverts, which means they can handle water produced during a storm the intensity of which occurs once every five years. The culverts running across the highway will be one in 25 year culverts. "Hopefully it's going to pre- vent the kind of flooding we saw last year," says Township Engineer Ray Mikkonen "What we're putting in now will definitely help, but it may not entirely solve the problem of flooding on Selkirk." Mikkonen says once the project is finished, ownership will pass to the township.
