The decision was made at Council's May 12 meeting, at which all op- tions were presented and discussed at length by town engineer Doug Baker, who said the heating system idea had "definite merit." Baker noted something had to be done because of the problems being faced by the current heating system, which at the mo- ment is simply a heating supply line from Bir- chwood Terrace, for which the township pays up to 1860,000 a year. The trouble began about a month ao with a loss of heating water at Birchwood Terrace. Excavation equip- ment was brought in on April 21 to expose a suspected area of the underground heating line just north of Highway 17. "'The return line was found to be perforated due to corrosion over a length of 15 feet," Baker explain- ed in a report. "The supp- ly line showed signs of cor- rosion but was not leaking. It should be noted that there was little or no insulation in corroded areas (as) this protection was destroyed previously in earlier leak investigations.' He added that Bir- chwood Terrace has now given one year notice to terminate the existing agreement to heat the Recreation Centre, effec- tive May 1. He stressed that the part of the line which leaked was that section which was uncovered and left bare of insulation about five years ago, and added that the ex- pected physical life of such buried lines is supposed to be in excess of 30 years. The Terrace Bay lines are presently 13 years old. The second option, which would cost $78,000, would be the replacement of all heating lines, which Baker felt would not be viable for a number of reasons. Baker. then went into detail about the third, and most expensive option, a new heating plant for the Recreation Centre itself. The two boilers for the plant would cost $25,000 total, with electrical upgrading at a projected $40,000 price. "This may be eligible for up to a 50 per cent sub- sidy with a Capital Conser- vation Grant from the (pro- vincial) government," he pointed out. Such a grant could reduce the township's expenses to just over $50,000. "We have to decide which way we are going,"' Baker then said. "The dismaying thing about this is the estimate for the com- pletion date."' In his report, Baker noted that "the most optimistic completion date"for the third option would be December of this year. "'The question is, how long is Birchwood going to be there," Councillor George Ramsay asked. "A year or two down the line, and we may not be able to get heat from them anymore."' "'We should go for the whole ball of wax," Reeve Ollie Chapman said, refer- ring to the third option. "It will be cheaper in the long run."' "'I am quite concerned with the time factor, though," Baker said. '"We could pre-purchase the boilers before creating the actual system for them, and also apply for the grant now." "'There's no sense in putting all that money into a heating line," Ramsay said. "Let's go with that third option and apply for a grant."' Baker said that another time-cutting measure would be to approach a number of -- specific Thunder Bay firms with the project without actually go- ing to tender. 'I would be opposed to just trying to patch up the lines," Councillor Peter Romanuk said. Council then prepared and passed a motion which called for the design and in- stallation of an independent heating system for the Cen- tre while, at the same time, applying for a grant to assist with the cost of the project. Councillors Chris Joubert and Jim Ziegler were absent from the meeting. "Is that a go-ahead then?" Ramsay asked. "*Yes, I would say so,"' Reeve Chapman replied. He stood up at the meeting and bold- ly . stated that Schreiber would win both banners this year and that we would be the first community to have over 1,000 par- ticipants complete the one kilometre course. It's time to prove to our neighbouring Municipalities on the North Shore that our community spirit and pride is second to none.
