My six and a half years on this Council have been some of the best years of my life. I owe the people of Terrace Bay a lot. When I first summoned up enough nerve to run the first time, I wanted to do something to open up land ownership and-to open up Municipal Government. Not everything I wanted to happen,. has, but I think I , can be satisfied that a lot of good things have happen- ed. This fall a final agree- ment on land access will be signed with Kimberly Clark. It is something that's been worked on for a long time and we can all be proud of the work done . on this. -ontinued on page I1 Chapman in the running Councillor Ollie Chap- man has officially an- nounced her candidacy for Reeve of Terrace Bay in the November election. Mrs. Chapman and her family have resided in Ter- race Bay for 26 years. Her husband, Jack is employed in management by K-C. She has 3 children. She has been a councillor for 2% years and prior to election she was on the recreation committee for 20 years and 12 of those years were spent in the seat of the Chairperson. She has also been with the Ontario Municipai Recreation Association since 1972 and was president of that Pro- vincial body 1983-84. She now serves as pastt presi- dent of the Association. Some of her other achievements over the years have been as a leader of the Girl Guides, Presi- dent of the Terrace Bay Cancer Society, and she was on the Terrace Bay Curling Club executive for 24 years and served as president of that club for 7 terms. Her husband Jack has been very supportive of any of Councillor Chap- mans endeavours in the past and in the future. Councillor Chapman feels that she will do a good job as she is able, accessible, and accountable. \ Board news At a meeting of The Lake Superior Board of Education held in Marathon on June 13, 1985 the trustees passed the following resolution: "Whereas the School Bus Safety Study, Volume 1, Transport Canada, January, 1985 states in its Conclusion No. 2: 'The use of type I seat belt system in any of the three sizes of the three sizes of recent model school bus which were tested may result in more severe head and neck injuries for a belted occupant than for an unbelted one, in a severe frontal collision.' And, whereas a con- siderable body of other ex- pert opinion and evidence raises similar concerns, therefore be it resolved that The Lake Superior Board of Education not proceed at this time to independently retrofit seat belts on school buses under contract and used within its jurisdiction." : The board will continue to monitor the developments in the area of seat belts on school buses. In addition the board will continue its safety and awareness program for students. G.A. Armour, Trustee Ad Hoc Transportation Committee Schreiber council meeting Call to Order: The Meeting was called to order at 7:00 p.m., with the following members of Council present: H.H. Fischer, Reeve; T. Quin- ton, E. Borutski, Coun- cillors, M.L. Cosgrove, W. Hiller (Absent at work). Staff: A.J. Gauthier Clerk-Treasurer, R. Godin Asst. Clerk-Treasurer, P. Doig, Fire Chief, R. Har- ris Ruad Superintendent. Delegations: Mrs. M. Smith, was in attendance to request Council's co- operation with a project to hang flower baskets on street lighting poles in the Winnipeg St. - Scotia St. area. Council indicated, that it would provide the hangers for the pots. Acceptance of the Minutes: Resolution 85-49: Moved by M.L. Cosgrove and E. Borutski: That the Minutes of the 5th regular meeting of Council, held May 14th be adopted as circulated, and that the Minutes. of Special meetings held May 21, and May 28, also be adopted as circulated. Carried. Business Arising out of the Minutes: The possibility of establishing an industrial zone, in the area north of the water treatment plant, and east of the road to Cooks Lake will be in- vestigated further. Clerk to work with the property committee on this. The tenders for the new Fire Hall, were much in excess of the anticipated cost of the new hall. It was decided, that the Township should proceed with the project, acting as General Contractor, and completing as much of the project as funds will allow this year. Reports of Committees: No report. Roads: Tenders for the 1985 paving program have been advertised. To date 3 contractors have shown an interest. Water and _ Sewer: Replacement of the water- main on Ethel St. has started. It has been noted that there still is a ground water infiltration in the Ethel St. Lane - Langwor- thy St. area. It is planned to bring in a video camera next spring to investigate the situation. Final ar- rangements have been made for the purchase of a 5 Ton truck, which will be fitted with a sludge tank, and used to remove sludge from the sewer treatment plant. It is planned to turn the truck over to the M.O.E. with the understanding, that the truck remain to the credit of the Township of Schreiber, if and when the sewer treatment plant is purchased by the Township. Resolution 85-50: Mov- ed by E. Borutski and 'M.L. Cosgrove: That the Township of Schreiber purchase a 1982 Interna- tional 5 Ton truck, at a pur- chase price of $17,120., in- cluding tax, Truck to be transferred to the Ministry of the Environment, for use at the Sewer Treatment Plant. Funds for the pur- chase to be taken from the Township equipment replacement reserve. Carried. Building Committee: Value of building permits issued to date, amount to $143,200. Council indicated, that it is their intention to appoint L. Davis, as Chief Building Official. The necessary By- Law to be prepared for next meeting. As the Township is responsible for the enforcement of the Plumbing Code, (Regula- tion 637), L. Davis, is also to assume the responsibili- _ ty of Plumbing Inspector. Recreation: The grant programme for the "Sum- mer Green" project has not been made available to the Township this year. Clear- ing of the empty lot near the complex has been done. The Summer programs will soon be underway. Fire: The completion of all Fire inspections has been accomplished. It was noted by the Fire Chief P. Doig, that more and more responsibility is being put on the Township by the provincial government, in respect to the enforcement of the Building code, Plumbing code, and Fire code, which places an ad- ditional burden on the municipality, for which no continued on page 5 A record entry 1s again expected for the Molson sponsored Paju's Mountain Run scheduled for Satur- day, August Race Director Lorne Mor- row predicts that the entry quota of 175 will be filled by early August. He ad- vises that to avoid disap- pointment, runners should forward their entries as soon as possible. Organizers point out that the event is both a '"*moun- tain run" and a "road race". Some of Northern Ontario's premiere runners will treat the event as a top- level road race while others will be pitting themselves against the mountain with the hope of running, jogg- ing, or walking up and down the 11.5 km race route. The course climbs 715 feet vertically through LSHS Grad Paju's Run 10, :1985.- beautiful back country roads to the turnaround point on Paju's Mountain, which overlooks the town of Red Rock. A large con- tingent of runners is again expected from Thunder Bay, including last year's winner Bill Krezonoski. However, a significant challenge is expected from local racers such as Bryan Blanchette of Nipigon and Seppo Osala of Dorion. The minimal entry fee for this year has been set, and entitles all runners to a T- shirt, a chance to win a trophy, prizes, refreshments, food, swim- ming, and a_ full-results book.
