Mary Burnett Corrections Worker The Ministry of Correc- tional Services, through 'their Community Correc-: tions Workers, is reaching out to Northern Ontario's smaller communities. One district office is located in Nipigon and until three years ago all supervision _and councilling came out of that community. It has been three years since Ter- race Bay, Schreiber, Rossport, have had a worker in their midst. During 1983, 1090 fires were started by this cause which almost doubled the annual average number of such fires over the past five years. Fortunately, the Ministry of Natural Resources lightning locator system has proven itself over a number of years in north-western Ontario. With this system in place, -it is possible to detect and locate 80 to 90 per cent of all cloud to ground strikes. These strike occurrences are' roughly estimated at 300,000 to 500,000 each year (based on 1983 the Ontario _ Lightning Locator system). This level typically ignites ap- proximately 500 fires an- nually. It's obvious from the ratio that not all lightning strikes ignite forest fires. The challenge that fire managers face is determining which strikes do start fires. Knowledge of fuel moisture condi- tions before the storm and of rainfall amounts during the storm. are essential in the prediction process. In 1983, the Locator system was expanded to enable the M.N.R. to locate lightning acitivity for the whole of Northern Ontario from North Bay west to the Manitoba border. A total of 11 Director-finder stations are now in place. Whenever lightning strikes, it is detected by one of these stations and is immediately printed on colour display monitors in M.N.R.'s five Nor- thern Regional Fire Cen- tres and the Provincial ' Fire Centre in Sault Ste. Marie, Fire Managers can also obtain a printed map of the storm activity. This up-to-the-minute infor- mation helps fire staff monitor potential lightn- ing fire access, plan detection patrols for air- craft and move initial at- tack crews and water bombers into high-risk fire occurrence zones. Lightning is a natural cause; human- carelessness still con- tinues to be the leading cause of forest fire incidence. .Next week, a short history of the Terrace Bay District Fire Manage- ment area. Worker for this area and explains the program as such; "This project is ac- tually a pilot project in the province, insuring locally based supervision of court- ordered community service orders, in addition to full probation and parole super- vision. It also includes the implement of a chemical (alcohol and drugs) educa- tion program for the community."' Over the past three years there has been a dramatic reduction of impaired driv- ing charges and a complete reversal of the pre- community-based program problems of incompleted community service orders. (Community service orders being orders from the court for an offender to perform community work).
