New video regulations announced All video retailers and distributors-in Ontario will have to be licensed by April 1, 1985 asa result of new regulations released today under the Theatres Amendment Act, 1984. The new regulations are the first step in a process by which the amendments to the Theatres Act are being implemented. This phased- in approach should ensure the smooth transition and ~ implementation "of «the Act's new provisions that affect video retailers and -- distributors. Meetings have been held with industry represen- tatives in an effort to avoid any disruption or undue burden on existing video retailers and producers. Work is proceeding on the classification and iden- tification of videos current- ly available. This process will also involve the deter- mination of those videos and other films that may be exempted from the classification system. It is estimated that within eight months the classifica- tion process will be suffi- ciently complete to permit the introduction of the re- quirement that all videos subject to classification under the Act, bear an authorized Ontario Film Review Board classifica- tion sticker when they are offered for sale or rent to the public. The video stickers will ' help the public in juding content suitability through the use of one of the four film classification symbols used for the past several years in Ontario: Family, Parental Guidance Advis- ed, Adult Accompaniment and Restricted. The criteria by which the: Film Review. Board (formerly the Board of Censors) may refuse to ap- prove films and videos were also proclaimed in law today. Based on com- munity standards, their in- clusion in the Theatres Act regulations should meet the requirement ot the Charter any restriction on "'freedom of expression". The amendments affec-' ting videotape approval and classification are intended as an effective means of curbing the flow of por- nographic, degrading and often violent video produc- tions through the regular commercial distribution channels in the province. Licence applications will be mailed to all video Do you know where your dog is ? The season's heavy snowfall in several areas of the province has ag- gravated the annual pro- blem of dogs chasing deer, says Ontario's largest pro- vincial conservation organization. The Ontario Federation of Anglers and Hunters is reminding dog owners that deer can be killed by normally docile domestic pets that are allowed to run free. In winter, deer are often severely weakened by the combined stresses of cold weather and a shortage of food. They are easy prey when deep snow prevents their escape from marauding dogs. Any at- tempt to outrun the dogs is physically exhausting for the deer and frequently futile. When a dog catches a deer, its attack can be savage. In fact, the pet does not actually need to catch the deer to kill it. Often the chase itself weakens the deer enough that it dies later. 4-H Club The 4H spring session will commence soon and will run for approximately 8 weeks. There will be a choice of a Monday or Wednesday night session. Two sessions are being of- fered. It is il- legal, under the Game and Fish Act, to permit dogs to run at large during the clos- ed season for deer in an area in which deer are usually found. The offense carries a fine of up to $5,000. In addition, any dog observed harassing deer can be shot on sight by Ministry of Natural Resources' conservation officers. Do you know where your dog is?
