Pubilc Library Terrace Bay, Ont. ot oy VOL. 20 NO. 9 MARCH 2, 1977 20¢ PER COPY PARTICIPARK OUTLINE PRESENTED TO COUNCIL On Monday, February I4th the regular council meeting of the Terrace Bay Town Council was held at the Municipal Office at 7 p.m. Present were Reeve Cy Brassard, Clerk, Co-ordinator Bill Hanley, Secretary Marg Simmer and Councillors Marge Hamilton, Peggy Helmink, George Ramsay and Peter Romanuk. : By-law 292 for Dog Control was passed and Council agreed to hire a Dog Control Officer to put the by-law into effect. In the future all dogs will be required to be registered, numb- ered and licensed. All licenses will expire December 3Ist of each year. Any dog running at large without a tag may be destroyed. : : Councillor Peggy Helmink suggested to Council that the by-law be printed in the local newspaper notifying the public of its stipulations. Any dog found running loose will cause the Dog Control Officer to issue a fine to its owner. Unpaid fines will necessitate an appearance in Court. Constable John Mason attended the meeting to present a proposal on behalf of the Kinsmen Club to Ccuncil regarding the building of a Kinsmen Park - PARTICIPARK. The Kinsmen Club of Terrace Bay would like to build a public Participark at the Aguasabon Gorge Area. .They are enlisting the aid of local institutions to provide assistance. Kimberly Clark will provide the land usage permit, Sun Life of Canada will donate a sign at the entrance, the Recreation Association will provide a chain link fence and the Kinsmen Club themselves will provide the estimated I500 working man hours. : The Kinsmen Club were requesting that Council a) finance garbage pick-up bi-weekly, b) provide equipment and gravel, c) provide a sign ten miles out of town d) take care of snow plowing the trail in winter and e) provide the wood for the building of steps. The Kinsmen felt the park would take two years to build because of the amount of work involved. Mr. Mason also informed Council that they intended to clean up the Kiwanis Park when spring came. : Reeve Brassard thanked Mr. Mason on behalf of Council for his presentation and promised to let the Kinsmen Club know Council's decision after they had discussed the subject at a special meeting. 3 ' Councillor Peggy Helmink reported to Council on a joint meeting of the Terrace Bay and Schreiber Town Councils to discuss the state of the Schreiber Dump. A second meeting of the Ministry of Environment found the landfill site still completely unsatisfactory. The Ministry had allowed the contractor until February I8th to clean up the landfill site.' Council.questioned whether the state of the site was the fault of the contractor or the public. They were also concerned to know what would happen if the Ministry should close the site.
