If as Canadians we are indeed destined to spend a lot of our time debating how we want to govern ourselves, why not start at the grass roots level and draw up constitutions for our city, town and township governments. Once the con- stituent assemblies at the local level had completed their work, we could vote on each local package in the municipal elections, perhaps as early ass the next civic elections, in November 1994. Once ratified at the local level, the mayors and reeves would then have a clear man- date to take their local consti- tutions to the provinces and federal government for recog- nition. There will no doubt have to be more negotiations at that stage, since some power-hungry towns might want to take control over some matters that the provinces will not relinquish. As well, the provinces might want to dump things on the municipalities without fair compensation. All that means further talks, but at least the sides will be debating a real division of powers, hav- ing accepted the principle that local governments deserve some status other than "crea- tures of the provinces." Unfortunately, none of this is on the lips of Mayor David Hamilton, MP Iain Angus, or the leaders of AMO or FCM. It's not part of what we're vot- ing "yes" or "no" to October 26. But it might some day be part of our constitutional future, if we're serious about defining the powers of local government. 33.
