The treasurer's $9.9 bil- lion deficit figure for the new fiscal year constitutes wishful thinking. The num- ber incorporates $1.2 billion in stabilization funding, which Ontario has applied for but not received. As well, Laughren has deferred contributions to public ser- vice pension funds, shuf- fling a further $564 million commitment off the bud- getary books. If these and other common accounting variables are factored in, the 1992-93 deficit figure is at least $11.9 billion. 2. The government has pro- jected a revenue increase for the year of 8.6 per cent. This increase assumes 2.3 per cent real economic growth for the fiscal year. And again, the figure assumes that $1.2 billion in Stabilization funds from Ottawa. On the same theme, while the budget criticizes the fed- eral government on the issue of transfer payments, it bears noting that Estads ob ccm. lished Programs Financing payments are actually up nearly three per cent--well above the rate of inflation, and more than double Ontario's own transfers to its transfer payment recipi- ents. And, in a schizophrenic turn, the budget confirms the government's continuing moral opposition to Sunday shopping while moving ahead on casinos (which will not be introduced in the current fiscal year) and expanding horse track gam- bling, which it expects will net $13 million. 3.
