This is the attitude of Peter Doig, Chief of the Schreiber Fire Department. ""T don't like to use the word volunteer because it isn't used in the right context in other departments," he said. "All firefighters are profes- sionals if they are taking train- ing," Doig explained. All a person needs to have to offer his services as a firefight- er is the desire to do it. Doig said some individuals may not be capable of doing certain jobs but, he pointed out, there is a wide variety of jobs. For example there are only so many firemen who can wear the breathing apparatus but back-up people are needed to change the bottles for them. "Unless a fireman removes all of the gear he can't change the bottle - he has to rely on someone else," Doig said. These back-up people have to be very knowledgeable about the breathing apparatus. The Schreiber Fire Depart- ment has a training program that puts the onus on the fire- man to study the manuals, tapes and equipment, and progress at their own speed. The progress of each indi- vidual, in each subject area, 'is charted on a board. Under the subject of Fire Behavior for example, ten competency levels are required for a Firefighter One classifica- tion. Two more for Firefighter Two. The firefighters, when they feel they are ready, are tested for each competency level by Doig, who is qualified through the Ontario Fire Marshall's Office. Training subjects on the board include Portable Extin- guishers, Ropes and Knots. Breathing Appear and Pump Operations. As one moves across the board it is easy to see the com- petency level reached by each firefighter in each subject area. Each level reached is marked off as the individual increases his competency in each subject. "The only time that I would become involved with any training aspects is if I see an area of confusion or misunder- standing. Then I would take the manual and present a program for the whole group," Doig said. The board gives the Chief something concrete to go by in assessing the training level of the Department. "If I can get one-quarter of the department showing in each of the subject areas on the board I figure I've got a fairly competent Fire Department." The board, as it now stands, does not necessarily reflect the actual competency of the Schreiber firefighters, Doig said. "I started this over a year ago and at that time I didn't go back through any records to set anybody's competency level." Some of Schreiber's fire- fighters have been on the job for years and are quite compe- tent in many areas, he said "They should have no prob- lem in writing the exams." The firefighters also take extra curricular training pro- grams such as the extrication program of the Ontario Fire Marshall's Office. Some of the them have taken taken courses in. pump operations put on by specific people and the safety supply company put on a maintenance program "I give them credit on the board for their accomplish- ments in these areas and there are usually certificates involved," Doig said. There are 23 firefighters, including the Chief on the Schreiber Fire Department.All of the men are on call. If they go out of town they put their name on a list at the station. Doig said he keeps his eye on the list, especially on sum- mer long weekends. He has to ensure there are at least four firefighters in town. The Ontario Fire Marshall's office doesn't recommend a paid fire department unless the population is over 5,000.
