Page 11, News, Tuesday, May 21, 1991 Bureaucratic voices with no faces Continued from page 2 has even curled and enjoyed it. She became as Canadian as blueberry pie. However, it didn't take long for the Maple Leaf to wither. She has been in the country for the past two years on a student visa, unable to secure the extremely elusive landed immigrant status. This means that while she is allowed to study here, she is unable to work, vote, pay taxes and all the other rights enjoyed by citizens. She's kind of a psuedo-Canadian. She's allowed to live here, but the government reserves the right to kick her out upon the expiry of the visa. Fortunately, we thought, there was always the light at the end of the tunnel. If she could just tough it out through the six years of University it would take to obtain the degree on the restrictive student visa, she could then find work as a teacher and begin her life as a Canadian citizen. It meant a lot of work and a lot of money but it would be worth it. It wasn't long, however, until our naive little hopes © were thoroughly crushed by a Ruth Buzzy-like , faceless, bureaucratic phone voice from immigration. The voice informed her that it didn't matter whether or not she got her degree here, and it didn't matter how long she lived in the country, and it didn't matter whether she liked Anne Murray and Wayne Gretzky, she still would not be able to live and work here. Basically, the mindless drone went on to say, in order to qualify for landed immigrant status, she has to fulfill one of the following criteria: she needs to be a refugee; she needs to marry a Canadian citizen; she needs $100,000 to invest in the M+ and Mrs. Sohn Jarosz ms country and come, preferably, from Hong Kong; she needs a first degree relative (i.e. mother or father) who is already a citizen to sponsor her.. So, unless we get married, or she crashes on the shores of Newfoundland in a leaky boat, she's confronted - with an immigration policy based on nepotism. In retrospect, I guess it was kind of foolish of me to think that dreams, honesty and hard work are factored into any of Ottawa's decisions. I sat on the couch depressed as I watched her pack. She was returning home, the illusion was cracked. I went out to get some fresh air and walked down to the 7-11 to get a Big Gulp. There, I was waited on by a man of indeterminable origin who didn't speak any English. I sauntered back to the apartment where she was finally packed and ready to go. The ride to the airport was quiet, both of us thinking of the Canada before the politics and policies. As I watched her go through the gate, I thought of the impotency of the system that had failed to help her realize her dreams. However, judging by the way she'd been screwed, I'm sure "impotent" would be the last word she'd use to describe it.
