works By Dave Chmara The first program of its kind in Ontario, and possibly Canada, the Schreiber OPP's Community Against Pushers (CAP) program has been operating for about six- months now. Since its inception, the infor- mation that has been given to police from the more than 20 phone calls received on the hot- line has directly lcad to one arrest and indirectly lead to two other arrests. In addition to the arrests, Constable Bert Logan, who was a key person responsible for establishing the CAP line, said the department has also received information which has been valuable. Although this information has not lead to arrests, it has given the police more of an insight into the local drug prob- lem. The CAP program is a simple yet effective way of obtaining information about the local drug scene. Anybody with any infor- mation about drugs (i.e. who is selling them, where they sell them, when and what they are selling, who these people associ-_ ate with, where they: live) can call the CAP line at 824-3345. Logan emphasized the calls are completely anonymous as callers do not have to leave their name. And even if callers don't have a lot of information, every little bit helps. Police can piece together the information left on the CAP line which may help lead to arrests. The CAP line and accompa- nying expenses are paid for by the Schreiber and Terrace Bay town councils. Public Service Announcements, provided free of charge by the News helps keep the program, its phone number and objectives in the public's mind. A poster contest held in the local elementary schools also helped to keep the program in the minds of local children. Students in the grade five to eight levels submitted over 50 ' posters. These posters were then submitted to the town councils in Terrace Bay and Schrciber who narrowed the number down to ten. Reeves Mike Cosgrove and Jim Ziegler then made the final sclections. Four posters were chosen as the winners with each student © _ awarded $25 and pins and pens from each town council. Their picture and posters appear on page five of this issue. The CAP program is based on the idea that people in com- munities care and want to do something about the drug prob- lem. It is similar to the Crime Stoppers Program (except CAP doesn't offer any rewards except that of having a community with fewer drugs in it). Recently, the Nipigon and Red Rock Police have adopted the CAP program in their com- munities. Their CAP line was installed only a couple of weeks ago yet, if the program in this area is any indication, calls should be coming in any time now. ec Regulations intended to encourage more grassroots min- ing exploration to individuals car- rying out prospecting activities in Ontario have been announced by -- Northern Development and Mines Minister Hugh O'Neil. "The implementation of these programs is timely," O'Neil said. "Overall investment in mineral exploration has been lower than in the previous years when the full range of federal tax incen- tives was in place. Ontario's pri- ority, therefore, is to help the individual prospector and junior mining companies doing grass- roots exploration." O'Neil said suggestions result- 'ing from consultations with the Prospectors and Developers There were the usual bake tables and raffles for a variety of items. The Ontario Mineral Incentive Program' will help in the early stages of mineral exploration by providing grants of up to $150,000 to cover 30 per cent of the costs of preliminary explo- ration in Ontario by individuals and junior mining companies not using flow-through funding.
