The Board felt that this was an oppor- tunity to compare with other Boards in Ontario our future and our role. The Chairman, Alex Daneff and the Adminis- trator were delegated to attend. From more than sixty suggestions, four pri- ority recommenda- tions were made: 1. The Board should be the vocal point of the continuum of care facili- ties and programs. 2. Co-ordination of all care for the aged in your community. 3. Facilitating colla- boration between var- ious care service pro- viders in the commun- ity. 4..Become a spokes- person for the elderly. These are noble ob- jectives for any Board, but not realistic for our Board, when you consi- der we are a District Board relating to six- teen municipalities and the unorganized area, which include towns, villages and rural are- as. Of the objectives, the first is reasonable for our Board namely being a vocal point for the continuum of care fa- cilities. We operate Birchwood Terrace which is a_ residential care facility and Pine- wood Court which is a Residential and extend- ed care facility. At the present time we are concerned about the lack of extended care beds. We are aware through the news media that Northern Affairs first made the proposal to add extended care beds to local hospitals, and that the Ministry of Health has informed the Municipalities on how to proceed with the addi- tion. We' know that the Geraldton Hospital is proceeding with prelim- inary building plans and a fund drive. Also, Nipi- gon is planning a new hospital. We must admit that our Board has not been requested to parti- cipate in this planning. At the present time we would have to say we are not the vocal point for this phase of continu- um of care for seniors. Our Board, while in favour of these pro- jects, would appre- ciate the opportunity to become part of the plan- ning process so that we could add any expertise we have in relating to this group of seniors. Also, it would assist us in our future planning. Board appointments were delayed resulting te the Inanonral Meet- ing being held in June. Mrs. M. Sideen who had served as a Provincial and Municipal repre- sentative for a period of ten years was elected as Chairperson with Mrs. M. Tolmonen as Vice- Chairperson. Two months later the Board was faced with the loss of Mrs. Sideen. Mrs. Sideen was well known throughout the district and the province and had served on~ the Ontario Advisory Board for Seniors. Many let- ters of condolence and tribute were received by the Board at their Sep- tember meeting. Mrs. Mary Tolmo- nen was elected Chair- person to complete the remaining term of of- fice with Mrs. France Pajamaki elected as Vice-Chairperson. In 1983 we received approval to proceed with the capital energy con- servation project at Birchwood Terrace. The work will be completed in 1984 at a total cost of $129,000.00. Two Mini- stries and the District Municipalities will share in the costs with the district's share being $47,000. This will be reflected in this year's levy to the municipali- ties. The work involves the replacement of the pre- sent cladding, applying 2"? of insulation and aluminum siding, instal- ling thermostats in each room, and in the main lounge, insulated drapes 'with circulating fans. In the program the one stage alarm system will be changed to a two stage alarm system, which is a major im- provement for senior citizen homes. Inside Pinewood Court, the conversion of four plex bedrooms to doubles has now been completed. This project was initiated a number of years ago by our Maintenance Depart- ment. Seventeen rooms in the west and south wings are having priva- cy curtains installed thanks to our Auxiliary. In September, T.V. Ontario visited our Birchwood Terrace Home, shooting film on seniors in the home, in Rossport and in Hurkett. The film will be shown on March 19, 1984 at 8:00 p.m. Alex Daneff, a very active Board Mem- ber, was hospitalized in October. I have just re- ceived word from Mrs. Daneff that his illness will prevent him from resuming his regular duties for an indefinite period and he wishes to tender his resignation from the Board. Alex will be missed by the Board Members and es- pecially the writer. We wish him well in_ his fight to recover from his 'illness. Pursuant to Public Notice CRTC 1983-269 dated 9 Dec. 1983, the CRTC announces" that __ it approves the application to change the authorized distribution of the broad- casting receiving under- taking serving Schreiber by deleting the carriage of the signals of WJMN- TV (NBC) Escanaba, Mich. and WLUC-TV (CBS) Marquette,' Mich. -re- ceived off-air, and by adding the carriage of the signals of WJBK-TV (CBS), WTVS (PBS), WDIV (NBC) Detroit, Mich. and KOMO-TV (ABC) Seattle, Wash., and to _ be received via satellite from the CANCOM net- work. The licensee also pro- posed to amend its lic- ence by increasing the maximum monthly sub- scriber fee from $15.50.to $19.87 to cover the costs of providing the CANCOM services noted above. This part. of the application is approved in part. The Commission approves an increase in this fee to $19.56. This $4.06 increase is justified based on the charge to be paid by the licensee to CANCOM for these new services and to cover the direct incremental costs related to the exhibition of the CANCOM signals, and is in accordance with the guidelines for rate increases associated with the addition of the CANCOM "3 plus 1" U.S. signals, set out in Public Notice CRTC 1983-109. The Commission notes that the signal of KOMO- TV (ABC) is not yet dis- tributed by CANCOM. Accordingly, the licensee 4 may only charge $3.05 of the increase when the CBS, NBC and PBS signals are available to sub- scribers and the remain- ing $1.01 at such time as the ABC signal is pro- vided. Further, the Commission has determined that the remaining portion (0.31) of the proposed rate increase has not been justified by the licensee and it is, accordingly, denied. Canada ee
