This arti- cle covers the Canada Pension Plan Survivor's Benefits. 5 As mentioned in last week's column, the Canada Pension Plan is a contributory social in- surance programme. The plan started in January 1966 and oper- ates in all parts of Canada except Quebec, which has its own simi- lar programme. Effect- ive January 1, 1966, every working Canadian 18 years of age and older must contribute to the Canada Pension Plan. Contributors to the plan qualify their survivors for Survivor's Benefits, provided that the contri- butor has made contri- butions to the plan for the minimum qualifying period. This period is equivalent to one third of the calendar years that an individual was required to contribute to the plan or to 10 calen- dar years, whichever is less: In no™ case will benefits be paid on be- half of a contributor who has made less than 3 calendar years of contri- " butions to the plan. Persons hav- ing the custody and con- trol of a deceased con- tributor's dependant children who are under the age of 18 and have never married, should apply for Survivors Benefits on behalf of these children. Applica- tion may be made whe- ther or not the children were the natural or leg- ally adopted children of the contributor. Dependant children of a deceased contributor who were between the ages of 18 and 25 and had never been married and who are in full time attendance at school or university should apply for Survivors Benefits. Survivors Benefits do not begin automatically; an application must be made to the Canada Pension Plan. Payments begin only after the applications have been approved, but can be retroactive to the month following the month in which the contributor dies. Payments will not be made retroactively for more than 12 months, so it is best to apply as soon as pos- sible after the death of a contributor. Monthly Survivors Benefit pay- ments are payable by cheque wherever the beneficiaries reside, in Canada or elsewhere and are payable irre- gardless of the income of the beneficiaries. These Benefits are sub- ject to annual increases based on the current cost of living.
