This part of the application is approved in part. The Commission approves an increase in this fee to $18.44 which can only be charged to subscribers at such time as the above-noted services are available to them. This $3.44 fee increase is justified based on the charge to be paid by the licensee to CANCOM and to cover the direct incremental costs related to the exhibition of the CANCOM signals, and is in accordance with the guidelines for rate increases associ- ated with the addition of the CANCOM "3 plus 1" U.S. signals, set out in public notice CRTC 1983- 109.
