Due to the high cost of maintenance for the building as well as staff and also because of the low usership on these Stat holidays, council agreed that the Rec Centre will be closed on more than just the three days that they now honour. Council passed a motion to purchase three identical silver christening mugs for the Koshowski triplets in honour of their historic birth for the town of Terrace Bay. Tenders for winter sand were received; three in total. The contract was awarded to Garth Morris of Terrace Bay; his being the lowest bid. The Association of Municipal Clerks and Treasurers of Ontario meeting (Zone 9) will be held in Thunder Bay on October 14th and 15th. Clerk Co- ordinator Larry Simons was granted permission to attend this meeting. Motions A notice of motion given by Councillor Houston last meeting, concerning an increase of the municipal mileage rate. The rate is currently set at .19 per km. Because such a change requires an amendment to the existing by-law, it was decided that more discussion on this matter would follow with the possibility of an increase to be looked at in the near future. In the past, the province has provided a provincial grant to assist municipalities in zoning by-law preparations, planning studies, etc. up to a maximum of 75 per cent. Council is currently being assisted by such a grant on the revisions of the Official Plan for Terrace Bay. However if revisions are to be made to the Official Plan, council will now be looking at a dropped rate of 50 per cent assistance. This rate went into effect at the end of September. A motion was passed to apply for provincial assistance for the costs of preparing a revised zoning by-law which is required to pass the Official Plan. A motion was passed to apply for a Bicentennial Grant in order to offset the costs of the planned celebrations for 1984. The by-law #14-83 regarding the Planning Advisory Committee, was adopted. This by-law sets forth all regulations regarding the setting up of such a committee, etc. Much discussion was given to the topic of assuming responsibility for the Generating Station road. It was council's intention to take over this road which is currently owned by Kimberly-Clark and leased by Ontario Hydro. The road has to be surveyed, the lease has to be lifted and the property has to be transferred and established as a highway (from a private road). By-Law #15-83 was the final step in the finalization of the matter. Council however, felt that the subject should be dealt with even further, as they didn't think that they knew enough about this, to warrant the passing of the by-law. It was therefore tabled for future discussion. Committee Reports: From. Councillor Chapman: She reported that the ice was finally in but was not in the best of condition for skating. The curling rink ice will be put in sometime between Oct. Ist and 10th; due to minor mechanical difficulties with the pumps, this is the reason for the delay. From Councillor Houston: 3 He related to council that the work at the airport was completed and that everything looked good. There was a slight cost over-run but council was previous made aware of this. Houston reported on the recent Bicentennial meeting in Thunder Bay that he attended along with Rec Director Terry Bryson. He felt that the meeting was very worthwhile and also said that "'anytime is a good time to celebrate your history." From Councillor Ramsey: Ramsey reported that he was in attendance at a recent fire meeting where an 'on-site' foam demonstration took place. Everything went well and the firemen received valuable instruction. He was also in attendance at last week's Northwestern Ontario Police Chief's Assoc. meeting which was held in Terrace Bay. Many Chiefs and Commissioners from across the northwest attended the one and a half day seminar and it proved to be a successful session. The next regular council meeting is set to be held on October 10th but due to the fact that this falls on Thanksgiving, the existing by-law states that council will meet on Tuesday, October 11th. The meeting was adjourned at 9:15 p.m. Consumer Protection meeting The Canadian Society of Safety Engineering, Northwestern Ontario Chapter, announces its first meeting for the 1983/84 year, to be held Thursday, September 15th at 5:30 p.m. at the Prince Arthur Hotel.
