The -regular Council meeting was opened and the minutes of the regu- lar meeting of June 13 were adopted as well as those of a special meet- ing called on the same day. Councillor Ollie Chapman asked, "Did we. find out anything more about the fence behind the. Recreation Centre." Public Works Chairman Joe Kennedy replied, "We haven't heard anything more. George (Councillor Ramsay) is checking with the police and fire departments and as soon as we hear back we will go to work." CARNIVAL Bill Savage appeared as a delegation on behalf of the Terrace Bay Kins- men Club. The Kinsmen Club requested the Council to allow them to block off the eastern end of Simcoe Plaza from the Municipal Offices to the intersection with Radis- son. The Club wishes to use the area as the site for the Annual Mid- way-Carnival that it sponsors. Savage said, "Last year we _ used. the grounds at St. Martin's school, but that didn't work out very well. The Carnival had to close down for Mass, and they really didn't have room to set up all their equip- ment." "We don't want to use the ball diamond behind the Texaco sta- tion because the child- ren will be crossing the tracks and riding bikes and some of them will be coming alone."' "We will be cleaning. every- thing up ourselves."' "This is a chance we have to make $500 or $600 for public service work, and we teally don't have to do any- thing. They come in and set up, and 'take every- thing down, so its very good for us."' Councillor. Chapman -. asked, "What are the times of day you are discussing." Savage in- formed the Council that they. would need the area for Friday and Sat- urday. "It's the same group that comes in every year. We used to use the grounds at the high school, but the school board has decid- ed that we can't use them anymore... We approached them but they said we can't."' Savage was asked if he had discussed the proposal with the police and fire departments. ""We talked to the fire department and they have no objection, and to Rev. Bigelow and he has no objection. I mis- sed Tom (Chief of Police Tack) but I will talk to him tomorrow. Reeve Speer asked, "Have you looked at other sites." Savage re- plied, "We have but this appears to be about the only site in the centre of town." "There aren't any businesses that would really be affected, except the bakery and I suspect they would pick- up business." The Reeve asked. the Public Works Chairman if closing .the street would create a problem for his department. "Joe, from the Public Works stand point, what do you think." Council- lor Kennedy replied, 'The only problem I can see is the legal one. Can we do this legally." Councillor Bill Hous- ton moved, and Council- lor Joe Kennedy second- ed, a motion that. the Kinsmen be allowed to use Simcoe Plaza for the Carnival. The motion was passed unanimous- ly. CORRESPONDENCE The Dog: Control Officer reported that one dog had been destroyed in the month of May. He said that it was, "A very quiet month. There were on Birch Crescent." McClausland Hospital requested the Town- ship's assistance in its doctor recruitment pro- gram. The hospital has asked both Schreiber Terrace Bay for help with the program.
