The regular meet- ing of The Lake Superior Board of Education - was _ held on Monday, May 16th, 1983 in the Gymnasium of Mani- touwadge Public School at 7:00 p.m. Minutes of Meeting No. 4/83 held April 18 and 19/83 were de- clared adopted after the following amend- ruent: "Resolution No. 114/83 'Seconded by: L. Urbanoski'." Minutes of Special Board Meeting No. 3/83 held April 26/83 were declared adopt- ed. Minutes of the French Language Ad- visory Committee Meetings held April 5th and May 3rd, 1983 were acknowledged as received. Disbursements for the month of April/83 in the total amount of $631,433.94 were ap- proved. The Board accept- ed the recommenda- tions of the Ad-Hoc Boundaries Commit- tee as presented at the Board's regular meeting on May 16, 1983, with regard to. the extension of the Board's current boun- daries and the neces- sary steps are to be initiated to proceed to the Ministry of Edu- cation with the pro- posal. (Recorded vote: For: 1, Against:2 - Carried). Copies of the Spe- cial Education Staff- ing Proposal for 1983- 84 were distributed to the Board. |. McQuar- rie briefly outlined this proposal which was approved by the Finance Committee on May 9th and brought to the Board for final approval. The following resolutions were passed: e the position of Superintendent of Education is to be extended for a two- year term September, 1983 to August, 1985 inclusive, e the position of Exe- cutive Secretary in support of the Super- intendent and Teach- er Diagnostician is to be extended for a two-year term Sep- tember, 1983 to Aug- ust, 1985, ea position of full- time Teachers Aide, Special Education will be added to the staff -of Terrace Bay Public School effective Sep- tember, 1983 for a two-year term to Aug- ust, 1985, e a position of full- time Teachers Aide, Special Education will be added: to the staff of Manitouwadge Public School ef- fective September, 1983 for a two-year term to August, 1985, ¢ a position of half- time teacher will be added to the staff of Marathon High School effective Sep- tember, 1983 for a two-year term to Aug- ust, 1985. At least one-half of this per- son's assignments to be Special Educa- tion. The Board also re- solved to review the. term appointment of Teacher Diagnosti- cian with a view to es- tablishing a perma- nent position at the system level for the guidance and leader- ship of special edu- cation services and programs within the Lake Superior Board of Education. The Review of, Amendments to, and Implementation of the Board's Special Edu- cation Plan was ap- proved for submission to the Ministry of Education. The following reso- lution was passed by the Board and is to be sent to other boards of education in North- western and North- eastern Ontario re- questing their sup- port: '*Whereas Special Education services in Ontario schools are now a mandated res- ponsibility of Ontario Boards of Education, and, Whereas most boards and particularly small, Northern boards do not now have in place nor can redirect resources to extensive and inten- sive Special Educa- tion in-service for pro- fessional staff and, Whereas provincial schools such as the Trillium School, Mil- ton are not clearly mandated to continue beyond 1985, and Whereas such _pro- vincial schools, and especially the Tril- lium School, have as one major function the role of a demon- stration school, and, Whereas this demon- stration school res- ponsibility has been carried out with great efficiency and ef- fectiveness and has been widely used by Ontario educators, and, Whereas the need for demonstration schools is on-going, therefore, Be it resolved that the Minister of Education be herewith urged to extend beyond 1985 and, hopefully, inde- finitely,- the man- date of the Trillium School, Milton, On- tario thereby ensuring its continued oper- ation as a demonstra- tion school accessible to all professional educators of this pro- vince." Copies of two books published by S.M. Elder, Principal of Manitouwadge High School, were brought to the attention of the Board. A copy of each one was made available to the Board in thanks for their commitment and support to this program. The resignation of R. Cheetham, Public School Trustee for Marathon, was ac- cepted with regret ef- fective May 16, 1983. Chairman Reid spoke on behalf of the Board of Bob's dedication and many contribu- tions to the Board during his term as Public School Trustee representing Mara- thon, and_ indicated that his presence will surely be missed by the Trustees and the administration of the Board. A decision was made to advertise in the Mercury request- ing people who are willing to let their names stand for ap- pointment as Public School Trustee for Marathon to indicate their intention to the Board Office. The following per- sonnel issues were re- 'solved: e W. Houston was re- appointed as Vice- Principal at Lake Superior High School, campus location to be determined by the Principal, e E. Taylor was re- appointed as -- Vice- Principal at Lake Superior High School, campus location to be determined by the Principal, e the request for a Leave of Absence re- ceived from W. Houston, Vice-Prin- cipal of Lake Superior High School, for the days of May 19 and 20, 1983 was approv- ed. The Board resolved to transfer $60,800 from Reserve for, Working Funds to General Capital Re- serves at the Second- ary Panel for 1983. The Board ratified the Collective Agree- ment with the Office and Professional Em- ployees International Union (OPEIU) and its local 219 for the period January 1/83 to December 31/83 as per Memorandum of Settlement. The position of maintenance Super- visor is to be reviewed as provided in resolu- tion #249/82. The Property and Main- tenance Committee is to conduct this re- view and report to the Board at its June meeting with specific recommendations re the continuation or termination of this position.
