GAS PRICE QUESTIONED The attacheq correspondence is in response to a letter dated January 9, 1978 from Jack Stokes MPP Lake Nipigon Riding to the Honourable-Alastair Gillespie: Dear Mr. Stokes: Thank you for your letter of January 9th concerning gasoline price differentials in northwestern Ontario. Officials of my Department have discussed this matter with your staff to acquire all the pertinent details. As you are probably aware, Great Lakes Pulp and Paper Ltd. purchases substantially greater volumes of petroleum than would a service station dealer in Savant Lake. It would not be surprising therefore that it could obtain gasoline at a price below that which the dealer is paying. The oil company that supplies Great Lakes Pulp and Paper with gasoline has no control over Great Lakes' use of the product. Thus, if it wishes, the company can sell gasoline to its own employees. As | am sure you understand, it is also the company's prerogative to sell gasoline to its emplo= yees at any price, even at a loss, if it so desires. The service station operator, on the other hand, must obviously add a retail margin to his wholesale price to main- tain his business viability. | should add that | understand the volume of gasoline sold by Great Lakes Pulp and Paper to be quite small in comparison to the dealer's volume. | appreciate the consequences of this ytpe of sales prac- tice in a small community but there is nothing the Federal Government can do about it: problems of retail prices and the retail gasoline business are a provincial responsibility. Regarding my response of October 6, 1977, | do not see how this bears on the situation at Savant Lake. In the first place, we were comparing service station prices in northern and south -ern Ontario rather than differences in the purchase cost of gasoline to large industrial consumers and small retail service stations. In the second place, of the total pump price di f- ferential between northern and southern Ontario of 18.5 cents - a gallon, Continued page 7 ...
