Brassard, Councillors M. Hamilton, G. Ramsay, M. Helmink and P. Romanuk; Clerk Co-ordinator W. Hanley and M. Simmer. ; The minutes of the last regular and a special meeting were adopted as read. The spécial meeting dealt with forwarding our proposal to construct a new Municipal Airport to the Minis~ try of Transportation and Communications, the estimated cost to be $400,000.00, and request- ing 80% of the total cost be assumed by M.T.C. with Council accepting the 20% balance of cap- ital cost. Approval of this project was requested for the year I978. The following resignations were accepted with regret, M. Helmink as Councillor effective Dec. 3I/77; Recreation Co-ordinator .G.J. Dupas effective Jan. I2/78 and Dan Kenney as a 'member of the Recreation Committee effective Dec. 37/77. On the recommendation of Chief W.R. Zroback, Constable John London will be promoted to Constable Second Class effective Jan. I, 1978. Mrs. O. Chapman and Mrs. A. Hara were re-appointed to the Recreation Committee for a two year term ending December 3I/79. The following accounts were passed for bayment: Township - $62,467.69; Hydro Dept. - $30,786.72; Library - $I,942.54 and Recreation - $35,475.30. A By-law was passed to establish a Special Bank Account to be known as Reserve .Fund for waterworks Capital Expenditure. The proceeds from the sale of lots in the Terrace Heights Subdivision will be allocated to the Capital Fund for future capital development. : Ten percent of the charges for garbage collection will be assessed on the general fund to cover collection outside the Special Area. I976 taxes were written off in the amount of $391.68 and a grant of $I72.53 was made to the Boy Scout Group Committee to offset taxes on their building for I977. : ' The balance owing on the Galion T500 Grader recently bought, will be paid from current funds in the year I977. James C. Hale will be offered the position of Councillor due to the recent vacancy. If not acceptable to J. Hale, the seat will be offered to Kenneth MacLeod. Building permits were issued in November in the amount of $133,750.00.
