Manahan, Planning Officer, Ministry of Economics, Treasury and Intergovernmental Affairs, attended the second regular February Schreiber Municipal Council meeting to discuss development within the township. He stated that the official plan and enfor- cing restricted area (zoning) by-laws are re- quired where a municipality is experiencing considerable growth, but a restricted area (zoning) by-law is a means of obtaining con- trols over development and recognizing exist- ing development and limited new growth. He outlined the necessary procedure, offering to assist in any way. Reeve McParland thanked Mr. Manahan for explaining the involved pro- cedure. Council decided the existing by-law dealing with clearing roads of vehicles during snow plowing operation is adequate and will be en- forced. The resignation of William Malcolm, Enforcer and Ambulance Superviser, was ed with regret. It was decided to have the tax bills pre- pared by I.B.M. J. Stokes, M.L.A., advised council that additional assistance has been granted to small municipalities for water and sewer pro- jects. A reply was received from the Ministry of Natural Resources concerning the organization of the Ministry's Field Organization - the town of Schreiber will be located within the newly-formed Terrace Bay District but as yet no decisions have been made regarding the staffing of the new district nor the actual location of the district personnel. By-Law accept- VALERIE LARSON CARNIVAL QUEEN '73 The cancellation of snowmobile races didn't dampen the spirit of this years Winter Carnival as the arena was filled to near capacity on Thursday evening, February I5th for the opening ceremonies. Highlight of the evening was Carnival Queen '73 Miss Valerie Larson. The honours were performed by Reeve Roy Bray who congratulated Valerie and presented her with many lovely gifts. Princess, Paulette Coupal and Cathy Grahan were presented with a rose and gift by Council- lors Peggy Helmink and Curly Hale. The poster contest winners were announced by M.C., Gerrie Dickson and presented their awards by Mrs. Mary Middaugh.
