TERRACE BAY NEWS Vol. 15 No. 4 January 27, 1972 15¢ FER COPY HOSPITAL NEWS BULLETIN On March 17, 1971 The Terrace Bay Private Hospital became The McCausland Public Hospital. What is a public hospital? How does this change in legal status affect me? These are two of the questions which come to mind. To begin, a public hospital is under the legal control of The Public Hospitals Act of the Province of Ontario. This Act and its Regulations set the standards of operation for all public hospitals in the province. The administration of this Act is handled on a day to day basis by the Ontario Hospital Services Com- mission whose two main functions are: 1. the provision of hospital facilities and services 2. the financing of hospital care From the above statements, it would appear that hospitals are fully financed by the Commission. This is not the case! Regarding new or improved facilities, all hospitals may apply for Federal and Provincial Grants but some percentage of the total cost (usually between 1/3 - 1/6) must be financed by the community. Regarding general operations, the Commission pays all shareable or approved operating expenses but the community (through the Board of Governors) provides the Working Capital for the initial purchases of Capital Equipment. The quality of patient care, whether a hospital is private or public, must be high. The essence of a public hospital is that the whole community decides the growth and development of their hospital through the Elected Board of Governors. continued page 2 ......
