The increase varies slightly from one municipality to another for local technical reasons, but the aver- age across Ontario is 4.5 per cent. The increase is effective on January 1, 1969. A rate increase was forecast by Mr. Gathercole at the annual meeting of the Ontario Municipal Electric Association in Toronto last March, and repeated at the regional OMEA fall meetings . Mr. Gathercole said, "The increase in wholesale rates will not automatically raise rates to municipal utility customers. Some utilities will be able to ab- sorb the adjustment under their existing rate struc- tures. Others will be obliged to pass it on."
