BLUE CROSS HOSPITAL PLAN EXTENDED Toronto - In conjunection with the announcement by the Ontario Hospital Services Commission of ex- tended coverage under Ontario Hospital Insurance, the Blue Cross Plan for Hospital Care announces that the benefit coverage under its three health care plans will also be extended to dependants up to age 21. At present, all plans deem a depen- dant as being under I9 years of age. Effective date is September 1. Mr .Stanley W.Martin, Executive Secretary- Treasurer of the Ontario Hospital Association, spon- sor of Blue Cross, stated that there will be no in- crease in the premiums for the Blue Cross semi- private hospital plan, which have remained un- changed since the plan was introduced in 1959. More than 2.5 million residents of Ontario are covered by this plan. Refunds for persons 19 to 2\ years of age who have already paid in advance for coverage after September | will be claimed from the O.H.S.C, The new definition of "dependant" also applies to the other Blue Cross plans which are available to employee groups only--Extended Health Care (major medical coverage) and the Prescription Drug Plan. The increased benefit value of these plans will not directly affect premiums. Blue Cross Pre- scription Drug Plan covers some 250,000 people in the province, making it the largest enrolment in a plan of this type in North America. . Blue Cross is operated by the Ontario Hospital Association, a voluntary, non-profit association representing public general hospitals, sanatoria and convalescent hospitals in the province. NEWFOUNDLAND FIRST WITH REFLECTIVE LICENSE PLATES The Canadian Highway Safety Council points out that automobile license plates that reflect light will appear in Newfoundland in 1966. Thus the newest province will become the first province in Cmada to adopt light-reflecting plates. The Council stat- ed that light-reflecting plates not only contribute to safety on the highway but assist law enforcement agencies by making license numbers more easily read at night. : The plates are clearly visible at night up to a distance of 1,500 feet and can be seen in fog, rain or other times of low visibility. CHSC's 1965 conference at Winnipeg in May strongly recommended adoption of light-reflecting plates by all provinces. By 1966, the Council said, 26 states will be using the plates. The Council con siders them a major step in road safety, quoting studies in areas where they are used as indicating reduction of night accidents by as much as 58 per cent. Several other provinces are considering their use, but Newfoundland will be the first to introduce them in Canada.
