January COUNCIL QUOTES Reeve F. V. Harness and Councillors J. P. Guina, J.M. McGrath, N.S. Jolicoeur and Mrs. Inez McCuaig were sworn in by Clerk-Treasurer R. C. Skinner at the inaugural meeting of the Municipal Council on January 13th at 11.00 A.M. Reeve Harness welcomed the Council with the hope that relations would continue harmoniously as in past years. Each of the Council spoke briefly mentioning improvements they would like to see done this year:- in the Water Dept; a zoning by-law passed, and all were pleased that the new subway will be started this Spring. Mr. Skinner was re-appointed Clerk-Treasurer and tax collector; Edmund Borutski, utility man; Arnold Burns, Town Hall caretaker; F. H. Black and Co. Town Auditors; H. Blanchard, Pt. Arthur, Town Soli- citor; Dr. J. M. Cornell, Medical Health Officer; Mrs. Phyllis McParland, ratepayers' representative to Board of Health; Mrs. W. W. Wilkes, ratepayers' representative to Public Library Board and J. P. Guina appointed to the citizen's rink committee . The Treasurer's bond was inspected and approved and a by-law to authorize borrowing $60,000.00 from the Bank of Montreal to carry on town business pen ding 1964 tax collection was passed. Three signing officers were appointed:- Reeve Harness, Clerk Skinner and Councillor McGrath (the latter as an al- ternate). This power is for signing of fixed payments only. Mr. Skinner was authorized to make applica- tion for balance of 1963 road subsidy . The meeting adjourned at 12.15 to resume at 1.15 P.M. The regular meeting night was changed from Tuesday to the second Wednesday of each month at 7.00 P.M. Remuneration for Reeve and Councillors was held over for further consideration. A lengthy discussion was held on Town policing and it was unanimously agreed that a wide difference of opinion exists between Town 'and O.P.P. in the execution of duties by the constables named for Town policing, and the field of authority. This year, Council was informed a third man has been added to Town police staff bringing the cost to $16,200.00. In answer to their request for snow removal from their car parking lot, the High School Board were informed they must deal with snow on their parking lot them- selves. (Continued) 23, 1964 LEGION OFFICERS INSTALLED A joint installation of new officers of the Royal Canadian Legion, Branch 109, and its Auxiliary, was held on January 18th with George Cataford, past President and Life Member, conducting the rites and Lloyd Small as acting Sgt. at arms. Wallace McCouan and Frank MacDonald were color bearers. Borden Ross was installed as Sgt. at arms; W. E. Col- linson and Mrs. Neil Ross as Secretaries; A. V. Pear son and Mrs. Lloyd Small, Treasurers; L.V. Bourke, Branch Service Officer; the following as executive committees:- R.A. Wood, J. Winters, T. Webb, D. L. Gunter, W. Madge, W. Kenney, Mesdames W. Moon, R. A. Wood, J. Morris, B. Lidkea, W. Para- dis and A.E. Rigelsford; Neil Ross, Hobden Spikula, Mrs. R. Wood and Mrs. W. Paradis, Vice Presidents; Leonard Hiller and Mrs. Norman McCuaig as past Presidents; J. L. Sawyer and Mrs. Leonard Hiller as Presidents. The occasion began with a buffet dinner and fol- lowing the installation, a social evening was enjoyed with many coming from Terrace Bay and Rossport for the party. Music for dancing was provided by George Churney, "Chuck" Levigne and Rene Bian- chette. Lloyd Small, introduced as a Wild Knight read an amusing monologue and the draw prize for the evening was won by Mrs. Jack McCouan. WOMEN'S INSTITUTE HOLD REGULAR MEETING The Women's Institute held their regular meeting on January 14th with Mrs. N.. Smith presidirig. Roll call, taken by Mrs. W. Thrower, was answered with helpful mending hints. Mrs. F. V. Harness, treasurer, reported on the Christmas hampers donated and Mrs. F. Macadam read a paper on Canadian Agriculture. Mrs. A. W. Slater spoke on the use of dairy products in the home Plans were made for presentations to the New Year baby of the town at the February meeting. Mrs. J. Corbett gave the card secretary report. A belated Christmas party was enjoyed with Mrs. R. C. Macadam convening the program and Mrs. Harness running the penny auction. The tea table was covered with festive cloth and centred with vari-colored mums offset by red candles. ST. JOHN'S ANGLICAN CHURCH W.A.
