Tarling of the Consumer Service Department of the Hydro Electric Power Com- mission attended the Terrace Bay Council meeting on September 13, 1961 and was invited by Reeve John Ferrier to speak, One of the purposes of his visit was to outline to Council a short term forecast on Hydro operations in the area. -Of main int- erest to Council and Hydro consumers was his forecast of increased power costs during the next few years, Due to higher operating costs, the Hydro Electric Power Commission expects that rates to Municipalities will be on an ascending scale up to, and including 1963, To Terrace Bay, the forecast power purch- ases from Hydro were estimated at $53,000. for 1963, This is inclusive of all other operating costs. The amount of the increase is more apparent when compared with the 1959 figures of an actual powtr cost of "$36,000. Councillors Heenan and Evans-Smith enquired as to the effect this would have on local Hydro consumers, Mr, Tarling replied that in order to balance the Utility account, an increase in power rates seems to be inev- itable, This increase is needed to offset an estimated loss of $3200. in 1961, $9,000. in 1962 and $12,000. in 1963, Councillors felt that for the residents of Terrace Bay having enjoyed the lowest rate in Ontario, this conclusion would be disappointing. However, in view of similar increases in other communities, it is possible that they would still hold this enviable position. On a longer term basis, a capital expend- iture programme involving close to $35,000. can reduce the costs by close to $7,000. per year. This involves a new distribution system on increased voltage, The implement- ation of this programme, which could not be started until next year, would in the long run, help to reduce rates when completed, Mr. Tarling agreed to prepare a new rate schedule based on the proposed increase in power rates, This increase, it is expected, will offset the reduction made in June 1960, Reeve Ferrier thanked Mr, Tarling for his discussion of the matter in question and Council continued with regular business. Minutes of the last meeting were perused and accepted and Secretary Strutt read the correspondence, Council was advised on the authority which may be exercised by the Crown Attorney with regard to a Town Constable. The Department of Highways acknowledged Council's request for a change in speed zone, and assured them that they could expect a Speed Study before next June. They were further advised that Terrace Bay and the mileage would be included in the sign east of Nipigon. Secretary Strutt itemized the accounts for August, and they (yore AIL Agee eS um) a nS rn SN RN A discussion on the water rates for commercial use in town followed, and Reeve Ferrier requested that a recommendation be submitted at the next meeting, Ho HH He He NORTHWESTERN CONVENTION OF ONTARIO MUNICIPAL ELECTRIC ASSOCIATION HELD IN SCHREIBER The Northwestern Convention of Ontario Municipal Electric Association was held in Schreiber on September 14th and 15th, with 97 delegates in attendance. Registration was held at 10 A.M. on Sept, 14th with an Executive meeting at 10.30, At.a luncheon at 12,30 the speakers were Reeve J.A, Ferrier of Terrace Bay and R. Shirriff,Mill Manager, Terrace Bay, jit the luncheon on Friday the guest speaker was Hon, George C. Wardrope, Minister of Reform Institutions. He was introduced by Mayor E, Reed of Fort William. In his speech Mr. Wardrope outlined the progress of. hydro power and its inestimable benefits to North= ern Ontario. Mayor N. R. Wilson thanked Mr, Wardrope for his interesting address. Schreiber Hydro Electric Commission were hosts at an informal luncheon at 6,30 P.M, At the evening banquet the speaker was W. Ross Strike, Q.C., Chairman of Ontario Hydro. His subject was "Hydro in North West- ern Ontario", Mr, C.C, Skinner, a pioneer member of Schreiber Commission, was paid high tribute by Mr. Strike as he presented a gift on behalf of the Commission, in recog- nition of the many years of service Mr.Skinner had contributed to this community, * HIGHWAY ACCIDENT FATAL she Cat HH ee eee Mauri Aho, aged 60, of Sault Ste Marie was instantly killed in a highway accident, which occurred Monday, Sept. 18th about 1 P.M. just five and a half miles east of Terrace Bay. Mr, Aho was a passenger in a car driven by Aarno Eskelinen, The car, travelling west, went out of control on the north side of the highway, knocking out guard rail posts and rolling over several times. ~Mr, Aho was thrown some twenty cight feet from the car and was killed instantly. An inquest will be held.
