Everybody welcome, * MUNICIPAL NOTES Gonsiderable interest seems to have been aroused in the residents of Terrace. Bay as a result of tne first descriptive write-up on the change-over from Improvement Dis- trict to Township Status or aa elected form of Jocal government, t mignt be well: to pause of write-ups and consolidate published last week by going in this series into further detail this week, and also clearing up some' - points which are apparently not clearly understood. As stated in last week's issue, the elec- tors of this Municipality will clect a Reeve a Council and a Public School Soard, The Council will comprise four councillors, and this Council may or may not choose to appoint a Deputy Reeve from their own num- bers. It is fairly common practice for Councils at their inaugural meeting to _ appoint a Deputy Reeve who acvs in the ' absence of the Reeve, but this is not re- quired by law, But 'thething to remeinber is that the people will be voting on a Reeve and four councillors which wiil constitute the Township Council: There also seems to be a belief that _* only property owners are allowed to be elec- ted_as Reeve-or Councillor. This is not the "case, Assessed tenants and property owners all qualify for Reeve or Council, Where the information _ ? the distinction comes in between the property owner and a tenant is when it comes to voting on a money by-law. In this case, only proper- ty owners can vote, So, in order to qualify for Reeve or Coun- cil, a resident must have received an assess-- sent notice, This assessment notice usually ends up in the waste paper basket, and rightly es: but not until it a noted by the tenant that he is as sd, because this is his only proof that his name will be on the " voter's list to vote in a Provincial or Muni- cipal election, 'The reason that women cannot qualify for Reeve or Councillor is 'because their name is not on the lease of. the house which they occupy, and only in rare cases is the lease' signed by a woman, . This means that the wives of assessed tenants have a vote, but they do not qualify for:Reeve or Council. It is difficult to describe what consti-~- tutes a tenant, but by and large, the decision is made based upon whether the people who rent space in another person's house have self- contained quarters, in other words, that they have their own separate facilities such as kitchen, bathroom etc., When: the voter's list is drawn up it will be a. combined Provincial and Municipal list. Therefore, names of persons having a vote in Provincial elections, but not necessarily in Municipal elections, will appear on the' Voter's list. The proposal, at present, is to have those entitled to a Municipal vote marked on the voter's list with an ME (Municipal Elec- tion) after their name, This scheme should avoid any confusion on election day or pre- vious to it as to who has and who has not a vote im the Municipal Election.
