Bev and Family The Russell Recreation Associa- tion would like to extend its thanks to the Old Time Music Association for their donation of $1,200.00; to the Old Home Week Dogs Owners have responsibilities by Colleen Petry Having seen the way in which the dog became one of our first domestic animals, lets review our responsibilities. Most of us are happy to look after our dog's health and safety. Proper food, shelter and vaccina- tions are essential, but our respon- sibility extends further. The com- munity, other dog owners and other dogs can all be affected by your dog. : The actions of a careless few often result in restrictions on everyone, and this has happened with dogs. There are cities in the world where dogs are prohibited. Municipalities in Ontario have the power to limit the number of pets we keep; and, if dogs become too great a problem, it may seem easier to get rid of dogs than to en- force the existing laws. Consider the dog's effect on the community. Dogs who run at large can cause problems for motorists, bicyclists and pedestrians. This can be dangerous as well as annoying. Remember also that some folks are afraid of, or simply don't like, dogs. Dogs also foul sidewalks, parks, and the neighbours' lawns. This takes a little effort to control, but, it is not only unpleasant, it can also be a health hazard, so it is worth the effort. Dogs can be trained to relieve themselves in a corner of the backyard, or other convenient place, but in. a public area it is advisable (required in the city) to clean up after him. It may sound awful at first, but . once we get used to it, we have the satisfaction of knowing we're part of the solution, and not part of the problem. The most efficient method I've found needs very sim- ple tools -- a plastic bag and a paper bag. Slip your hand into the plastic bag, as a rubber glove, grasp the pile, and pull your hand back through the bag, so that it is inside out. The stuff is now inside the bag. Tie a knot in the plastic and drop it in the paper bag for disposal in a suitable place. This is also part of our public health responsibility as the dog's excre- ment can transmit disease. The chance of this can be reduc- ed by proper disposal and by keeping our dogs worm-free. Some dog parasites. can affect humans, especially children because they play on the ground where microscopic eggs can stay long after the feces have disap- peared. Protecting our dogs against Rabies is also part of our respon- sibility. All warm blooded animals, including humans, can be affected by this fatal disease. Since all it takes is one bite from one rabid animal, such as a squir- rel or skunk, our dogs should be vaccinated every year. Incessant barking is another common problem. Although it's part of their job to bark at times, a dog outside barking all day and/or all night is not good for anyone. If your dog is an offender, try blasting him with the garden hose, or keep a supply of empty tin cans to pitch at him. The idea is to have an unpleasant (not harmful) con- sequence for senseless barking. If he can't be stopped, find an in- door spot for him. This may cut down on his barking, if not it will reduce the volume. Our responsibility to other dog owners is to ensure our dogs are well behaved; and not a nuisance to others. When one dog becomes a menace, they all tend to be seen that way in the public eye. By choosing either to be a responsible dog owner, or not to own a dog, we can ensure the future of the relationship that has endured through the ages and brought pleasure and service to\many.
