In that time, the practice of family medicine has been left to only two doctors. It all started with Dr. Dugal MacDougall who came to Russell in 1888 and retired 50 years later shortly - CASTOR REVIEW Pioneer setting for Winter playground Activity at Upper Canada Village on the St. Lawrence Seaway doesn't grind toa halt during the winter months--it just shifts into low gear. Most attractions at Upper Canada near Morrisburg are in fact locked up until May; however, a diversified outdoor program is offered at the provincial government's multi-million dollar pioneer theme park. The program sponsored by the St. Lawrence Parks Commission staged at the village and adjacent sites includes skating, cross-country skiing, tobogganing, snowshoeing, snowmobiling, ice-fishing and horse-drawn sleigh rides. Winter facilities are geared primarily to week-end use but are available pretty well anytime during daylight hours, said Gerry Arthurs, a spokesman for the parks commission. Skaters do their thing on the canal right inside the entrance to the historic village; the ice is kept smooth, there's a heated changing room, and hot drinks can be purchased nearby at the Village Store which is open daily. Skiers will find six miles of groomed and marked trails complete with shelter in the maple sugar bush near Upper Canada while snowmobilers have access to seven miles of trails and a shelter. There's a man-made toboggan slide in Crysler Park and a natural slope on the Long Sault Parkway. Snowshoers can tramp unresticted over hundreds of acres of parkland and ice-fishing enthusiasts can try their luck in the bays and coves along the Parkway. A fee is charged for only one of the activities; it cost $1:00 per person for a half-hour sleigh ride through the village on Saturday or Sunday from 1 p.m. to 3:30 p.m. The Upper Canada Restaurant is open ' week-ends for light lunches. Mr. Arthurs said the winter program is offered through April as long as the weather remains compatible. About 20,000 people use the " facilities each winter, he added.
