I am referring to the article written by our own M.L.A. Mr. Belanger. Re: his reference to the proposal by Attorney-General Roy McMurty to raise the drinking age to 19 or 20. Surprising though it may seem to Mr. Belanger there were many responsible people in all walks of life including the alcohol distribution business who were not anxious to have the age limit lowered to 18. But nontheless the issue at hand is not the age limit but the obvious apathy shown towards the complete breakdown of author- ity within our elected body as a whole. Mr. Belanger goes to great lengths to point out the recommendations made by Terry Jones. Mr. Belanger blatantly admits law enforce- ment of age requirements are not adequate and simply are not capable or willing to enforce the present laws. Now realistically speaking, why should raising the age limit to 19 make any difference? The youngsters 14 and up now getting served alcohol beverages are not being made to adhere with present laws, nor are the suppliers who 'openly sell to these youngsters. Why should they suddenly start adhering to rules and regulat- ions if and when the age limit is raised? To quote Mr. Belanger, "It has not been working in the past few years and there is no real reason to suspect that it will in the future.' His last statement that 97 percent of high school students are 18 and under and that extra year "would have a_ strong effect" on high school drinking habits. From a_ completely defeated attitude expressed by his lost faith in enforcement effectiveness to a statement issued purely on wishful think- ing . . . Really what possible effect will age 19 or 20 limit have on youngsters already exposed to the ease and availability of alcohol? And now to add fuel to their safe position outside the law they hear straight from their elected representative such an apathic and defeatist statement. If things have so _ drastically deteriorated since 1971 as Mr. Belanger points out it is BECAUSE of the attitude of poor leadership in government for failing to ensure that the laws presently on the books be enforced. Changing these laws whether they be bad laws or good laws without the foresight to enforce them is a complete Saturday, October 2, 1976 Page 3 waste of time, money and effort. If this attitude reflects Mr. Belanger's zeal in ensuring us our rights in other areas of society LORD HELP US ALL!
