Happy Halloween "The best in years.'" That was the assessment of police and parents over the way Hallo- ween was marked in Russell Village and area this year. It was a night _ free of major incidents and marred by only a few scattered acts of van- dalism. It was also a night more young trick-or-treaters participated than in recent years. Parents reported that the number of costumed children banging on doors was as much as double that of last year. "The parents of Russell are to be congratulated," an OPP spokesman said, '"'they are obviously bent on returning Halloween to a the younger children where it belongs.
