IBC Chairman Murray Wal- lace says that insurance com- panies have been calling on governments to institute gradu- ated licensing since 1983, in order to_lower collision risks for new drivers. "In New Zealand, for exam- ple, graduated licensing has reduced the number of deaths and injuries to new drivers by at least 25 per cent," says Wal- lace. Some of the conditions that have demonstrated consider- able potential to prevent acci- dents include: supervision of the new driver by a fully licensed adult driver; a curfew on night driving; and a require- ment for zero blood alcohol content. Young and novice drivers have been a particular concern for several years.
