Review legislation, to discover areas of conflict between aboriginal values and the laws governing the indian institutions. 3. Amend legislation to allow the indian institutions to operate in conformity. with native values and culture. 4. Create federal and provincial legislation to enable self-government. 5. Entrench this legislation in the constitution. Even Morris has admitted that the process will take "several more years." It's already taken since 1986 to get as far as NAN'S Step 3. If NAN communities fragment the process further, by each First Nation community asking for its own seat at the table, self-govern- ment negotiations will take even longer. Thus, despite Ovide Mer- credi's protests, if the federal government carries out its Proposals on self-government as it says it will, then the Proposals might just be acceptable, at least to aborigi- nal leaders in northern Ontario.
