"Any program that claims to address the Great Lakes persis- tent toxic crisis, but fails to include at least these three ele- ments, isn't serious about pol- lution prevention," Weinberg said. Persistent toxics include thousands of the most deadly substances known, including dioxins, furans, other organochlorines, and many heavy metals. Persistent toxic chemicals accumulate in fatty tissues and become more con- centrated and dangerous as they move up the food chain. In both animals and humans, they are associated with birth defects, reproductive failure, immunological disorders, learning and behaviour disor- ders, cancer, tumors, genetic mutations and other health problems. Most are foreign to nature and many have never been studied or tracked. "Almost every person is affected by it," said Pouliot of his responsibility for Ontario's highways. Transportation Minister is as a higher profile portfolio than Pouliot's old job as Minister of Mines. Pouliot is still the Minister Responsible for Francophone Affairs in Bob Rae's NDP Government. The July 31 cabinet shuffle saw Minister of Northern Development and Mines Shelley Martel take on the additional responsibility of Minister of Mines from Pouliot. Pouliot said there are no big changes planned for the min- istry. While he says the gov- ernment will serve the rad needs of the province, the recession will limit them from doing too much. "You have to see where the power of the purse will take you," he said, adding that the people of Ontario can not take any more taxes.
