hr SS == Wednesday, February 8, 1989 TERRACE BAY/SCHREIBER NEWS Can you tell what date it is? When. you read 5/4/89 on your bank statement, 'do you have to stop and figure out which date is April Sth or May 4th? You're not alone. When dates are expressed in numbers, some- times the month and sometimes the day is put first - a variation that can be misleading as well as annoying. In fact, such confusion is unnec- essary. There is a""right" - interna- tionally understood - order Canadians should follow in writ- ing, typing and printing all numeric dates. : Based on international guide- ' lines, CSA's national standard, CAN3-Z234.4, All-numeric Dates and Times, sets out definitive rules to prevent misinterpretation. Here are a few general princi- ples to follow in everyday life: The correct order if from the highest unit to the lowest - i.e. year, month, day, hour, minute, second. (But note that if the month is spelled out in words, e.g., April 1, 1989, either 'April 1' or '1 April' is correct, since the meaning is unam- biguous.) Use Arabic numerals (1,2...9) for each element of the date. Use four digits for the year, two digits for the month, and two digits for the day. Under this system, April 1, 1989 becomes 1989-04-01. A two-digit year is also acceptable, unless the year could be mistaken for a month or a day. Starting with the year 2000, there definitely will be a risk of confusion: 2002-01-03 for January 3, 2002 will be easicr to understand than 02-01-03! Use hyphens or spaces between year, month or day. The solidus '/ can be reserved to indicate a range of dates. For example, April 1-5, 1989 should be written as 1989-04- 01/0S. CSA's standard also presents uniform methods for showing the time of day in numbers. As with dates, the advantage for Canadians is that all-numeric times 'is expressed the same way in French as in English. Here are some basic rules for expressing time: Using a 24-hour clock, follow the sequence of hour, minute (and second, if that degree of precision is required.) Use Arabic numerals with a colon in between. Use two-digits to represent the .. hour, two digits for the minute and two digits for the second. For example, 5 minutes, 37 seconds past 2 p.m. becomes 14:05:37. For the instant of midnight, use 24:00:00, for the end of one day, and 00:00:00 for the beginning of the next day, according to circum- stances. Note, however, that you should use 00 rather than 24 for times after midnight. For fifteen minutes past mid- night, for example, write 00:15:00 or, without seconds, 00:15. Fifteen minutes past noon will be 12:15:00.
