The "climate for planning"' refers to the at- mosphere or parameters with which planning takes place and has two com- ponents - the human and the physical. The human component is a community's goals and desires in respect to growth and development. The physical component in- volves the physical and economic feasibility of achieving the community's goals and desires. The community, then, is pro-development. Given this pro- development stance, the background data collected identifies the following positive characteristics of the community. - activities are underway to place residential lots on the market and the poten- tial number of lots is considerable; - some land adjacent to the highway may be available for industrial development' - the water treatment plant and water distribution system are in excellent con- dition and have unused capacity ; - the Public Schools can accommodate additional students and Holy Angels School is seeking funds for an expansion, - the health care and social services in the Town are extensive and can like- ly handle additional population; - conditions within the community are such that Schreiber can reasonably expect senior levels of government to consider providing Schreiber with funds to facilitate develop- ment and the improvement of the community, in- cluding the downtown area; - local access to the Pro- vincial highway system and Terrace Bay-Schreiber News, Wednesday, March 5, 1986, page 11 Climate for planning created for background information the Canadian Pacific Railway is good, - major resource developments have and may occur in the im- mediate area and may result in significant economic benefit and growth potential for Schreiber; - there are considerable recreation facilities and op- portunities within both the Township and the general area and initiatives are underway to improve and protect these, - the township is suppor- tive of new investment and growth and, as such, will facilitate and encourage growth and entrepreneurial activity. During this phase Council and the public will begin to ex- amine such issues as the location of future growth, community improvement, the amount of rural development, etc. A report options is being considered by Council.
