Reeve Speer said, "Well, we have received the Dog Control Report. I re- ceived my own on the telephone about 5:00 to- night from a citizen of Terrace Bay. I guess we still do have a problem with dogs running."' . Councillor Houston said, "I have received no real complaints but there are a lot of dogs around."' The local chapter of the Ontario Nurses As- sociation wrote to in- form the Council that May 2 to 6 has been named Nurses Week. The letter. asked that the To ane Council consider spon- soring an advertisement in the local paper. The Council decided on a Motion by Councillor Ol- lie Chapman, seconded by Councillor Bill Hous- ton, that it was appro- priate for the Reeve to make a Proclamation de- claring May 2 to 6 to be Nurses Week in Terrace Bay. Accounts Township accounts in the amount of $436,477 were approved. Review- ing the accounts Coun- cillor Houston asked .whether the number of municipal welfare cases was up or down. Speer said, "This is going to be required to - identify the land we will want for light commer- cial land use." Council- lor Bill Houston com- mented, "So we would want these lots surveyed and staked." Speer said, "Yep, so we can see what is there and also what will need to be re-zoned." Councillor Houston al- so asked, "Will we clear the land as well?" Reeve Speer replied, "'No, in the past the policy has been that the buyer clears the land and I would think that that policy would con- tinue unless the Council sees some reason to change it. We should do this survey to deter- mine how much land is there, what the terrain is like, and then how we want to develop it in conjunction with KC."' Councillor Chapman said, "I'm afraid I can't support it until I find out how much it is going to cost." Councillor Hous- ton said, "I have some questions too. Who are Philips, Wilson and Mil- ton and why not use some other firm?" Clerk Bill Hanley explained that the firm had done Terrace Bay's previous survey work and was fa- miliar with the town and its requirements. He said that the cost should be about $2000 to $3000 and that an exact quota- tion could be asked for if the. Council was pre- pared to wait. Reeve Speer added, ""'We have to have the survey done. These peo- ple have done good work for Terrace Bay be- fore." Councillor Hous- ton agreed, "Whatever the costs are, we are going to have to have the land survey." Coun- cillor Kennedy said, "Yes, that's right. I guess we are going to have to have it done anyway."' Councillor Houston moved that the survey be authorized. The mo- tion was seconded by Councillor Joe Ken- nedy. Reeve Speer and Councillor Houston and Kennedy voted in favour of the motion. Council- lor Chapman did not vote either for or against the motion. Noting that under the terms of the Municipal Act a Coun- cillor cannot abstain, she said, "I'm not going to vote for this, but I guess that gets recorded as a 'Yes' unless I vote we 3 Pool Councillor Chapman reported on behalf of the Recreation Committee. She read a letter from Recreation Director Ter- ry Bryson. The _ There let-" ter said that tendérs for restore C. We have had many problems with it. is poor drain- age."' Reeve Speer said, "Why don't we lift it with the decking and we might find the cause of the drainage problem."' Councillor Houston ag- reed, "That seems good."' Recreation Vacancy Councillor Chapman continued, "The letter came through today for the vacancy on the Rec- reation Committee.. We had three other names, the Committee discuss- ed it quite fully and Mike Rust was. their choice." Reeve Speer said that he had seen the letter when it came in. The let- ter said that the Com- mittee had appointed Mr. Rust to the vacancy. The Reeve said that he wanted to clear up any confusion that. might exist about the role of work on the pool deck the Committee and the would have to be delay- ed until the town engi- neer returns. Bryson suggested that the actu- al breaking up of the deck and the removal of the rubble be tendered separately from the con- struction of the new pool deck. If this was done the tenders for the first part of the work could be let immediately. The recommenda- tion to let the work in two separate tenders was accepted on a mo- tion by Ollie Chapman, seconded by Bill Hous- ton. - The question of what to do with the old wad- ing pool was also brought up by Council- lor Chapman. "'I want to bring up the topic of restoring the wading pool that is up there and filled in with rocks. What should be done, get rid of it, dig it up, or Council. "The Commit- tee is appointed by this Council and is respon- sible to this Council. The Committee is not. an elected Board and so it cannot make appoint- ments. names of the other three applicants and the This Council © makes appointments.". The Reeve asked for the ~ Council went on to dis- cuss the appointment. Councillor Chapman said that she was sure that the error in the letter was not intention- al and that the Commit- tee had only meant to recommend Mr. Rust for the vacancy. She went on to say that Mr. Rust had been the unanimous choice of the committee. After further discus- sion of the vacancy, the Council appointed Mike Rust to the Recreation Committee vacancy on a motion by Ollie Chap- man, seconded by Bill Houston. Controversy over KC Meeting Councillor Chapman said, "I have one other thing I would like to comment on and I will just read it." Councillor Chapman read a pre- pared statement to the Council. "'T would like to com- ment on the meeting which was reported on at the last Council meet- ing, and in the Terrace Bay News of last week, between Reeve Speer and Councillor Houston and Mr. Groman and 'Mr. Chisholm of Kim- berly-Clark.
