War is too important to leave to the generals, or so the cliche goes. Similarly, the creation of a safe and healthy workplace is too important to leave totally to government. As the Hon. Bette Stephenson, M.D., Minister of Labour, said recently: "The, first line of defence or injury is the individual. It is too great a responsibility to abdicate to any employer, fellow employee, safety association or government -- however well-intentioned. Only when every 'Ontarian makes a personal commitment to occupational health and safety will the goal of a safe and healthy work- place be achieved." y Certainly, government has a role in setting standards and ensuring compliance. However, even with a thousand- fold increase there would not be enough inspectors to stand at every worker's elbow or at every executive's shoulder. Every worker should become his own health and safety inspector -- aware of the standards and legislation and able to fulfill his or her responsibilities. Increased public awareness of safe working habits has prov- en successful in the construction field. For instance, in 1973, 54 deaths were recorded under The Construction Safety Act. In 1976, the number of fatalities had declined to 39. The construction industry is only one of the Ministry's concerns. In fact the Ministry's new Occupational Health and Safety Division administers all government programs designed to reduce work-related hazards. To say that the Division is responsible for creating a safer and healthier workplace is only partially true. The final responsibility for reducing the incidence of work-related accidents and illnesses must, finally, rest with the individual worker and employer.
