Mr, Stevens assisted by Mr, Kenney explained some parliamentary procedures previously not practiced by the organization. The Chairman then called for an expression of opinion on this matter and after some discussion and by a show of hands, it was unanimously agreed that this plan should be attempted, It was pointed out during the discussion that, if such a plan were im- plemented it would only mean advancing the originally expected efective date, that most (cont. on next col.)
