looks like W.H. Merrits house... now CKTB?
I was wondering the same thing Mike. But the road alignment in that area has changed. St. Paul Street now continues along the high level bridge. What is shown as Yates Street on this map is now McGuire St. Therefore the Welland Canal office building on the map was located just south of the intersection of what is now St. Paul Cresent and McGuire. i.e. just to your right as you enter the pedestrian trail that leads down into the valley and across the low-level bridge to Rodman Hall.
